Strategic Priorities

A Future Focused School System: Strategic Priorities 2017-2020

Priority 1: Future-Focused Students

Goal: Each McDowell County Schools’ student will graduate READY for their future, whether college or career.
BOE Subgoal 1.1: By December 2020, 90% of MCS graduates will report gainful employment, military enlistment, or college enrollment within 6 months after graduation.
BOE Subgoal 1.2: By July 2020, 90% of MCS students will graduate with a high school diploma.
BOE Subgoal 1.3: Annually, each MCS school, teacher, and student will meet or exceed expected growth as measured by the NC Accountability System.

Priority 2: Future-Focused Leaders

Goal: McDowell County Schools will have effective systems that support leadership recruitment, talent development, and support for existing leaders.
BOE Subgoal 2.1: The Board of Education is committed to providing resources annually with the expectation that by December 2020, each school and department leader, as well as teachers identified as potential future leaders will have participated in an external leadership training, externship, exchange visit, or other training beyond their current level at the regional, state, or national level.
BOE Subgoal 2.2: By December 2020, each administrator and teacher-leader will have experience presenting local, regional, or state leadership training/opportunities.

Priority 3: Future-Focused Partnerships

Goal: “McDowell County Schools will leverage internal and external partnerships to optimize outcomes for students.”
BOE Subgoal 3.1: By December 2020, 50% of MCS teachers will have participated in local externships or LINC or mini LINC with business and industry since 2015.
BOE Subgoal 3.2: By December 2020, each McDowell County School will have been “adopted” by a local business or industry with surveys indicating greater understanding of opportunities available for graduates as well as greater relevance incorporated into classrooms.
BOE Subgoal 3.3: By December 2020, each McDowell County Schools teacher will be an active part of both horizontal (same grade level) and vertical (different grade levels) teams both within their building and in partnership with other MCS schools.
BOE Subgoal 3.4: Through December 2020, McDowell County Schools will engage at least quarterly in two-way communication with each of the following stakeholder groups:
-parents/guardians
-community groups
-business and industry partners
-higher education partners.
The goal of this communication will be to share expectations of students and the community and to provide resources to assist stakeholders in supporting and assessing student learning.

Priority 4: Future-Focused Operations and Facilities

Goal: McDowell County Schools will maintain and upgrade all operations and facilities to support 21st Century Teaching and Learning.
BOE Subgoal 4.1: By December 2020, all MCS facilities, equipment, and buses will be clean, attractive, and usable for their intended purpose (including all supporting buildings and structures, field houses, restrooms, dugouts, etc.), as measured by an annual operations/facilities inventory.
BOE Subgoal 4.2: By 2020, all MCS operational systems will have created and implemented a replacement schedule and a sustainable fiscal plan.
BOE Subgoal 4.3: By 2020, the Board will have developed a 10 year campus facilities plan with a future focus.
